Filippo Scuto

is Full Professor of Constitutional Law at the University of Milan where he teaches Public Law and Immigration Law. He is Jean Monnet Professor of Immigration Law and has taught at various European universities, including the Université de Montpellier, the Universidad de Barcelona, and the Universidad Autónoma de Barcelona.

He is a member of the Italian Association of Constitutionalists. His research activity focuses on Italian and European constitutional law with particular attention to: immigration law (Italian and European); the constitutional impact of the PNRR; the Italian and European economic Constitution; public intervention in the economy; Italian and European political parties and political representation; the impact of the European Union on the national legal system; the relationships between the State, Regions and local authorities in Italy; social rights in Italian and European constitutionalism. 

He is the author of the books: La dimensione sociale della costituzione economica nel nuovo contesto europeo (Torino, 2022); La democrazia interna dei partiti: profili costituzionali di una transizione (Torino, 2017), I diritti fondamentali della persona quale limite al contrasto dell'immigrazione irregolare (Milano, 2012). He has published numerous essays and articles on Italian and European Constitutional and Public Law.

Since April 2025 he has been a member of the Board of Directors of the CSF Foundation.
